- 1 1/2 cups semi-sweet chocolate chips
- 1 can fat-free sweetened condensed milk, divided 14 oz can
- 2 pinches salt
- 1 tsp vanilla extract, divided
- 1 1/2 cups Cholaca Wafers

- 1/2 tbsp vanilla
- 1/2 tbsp milk

Instructions
- Line a 9x9” pan with foil and spray with cooking spray.
- Place cholaca wafers and half the can of sweetened condensed milk (just over 1/2 cup) in a medium saucepan. Heat over medium-low heat, stirring constantly, until the mixture melts together and becomes smooth. Remove from heat and stir in 1/2 teaspoon vanilla extract and one pinch of salt.
- Quickly pour and spread in prepared pan. Chill for 30 minutes.
- When chilling is finished, remove pan from refrigerator. Add chocolate chips and remaining sweetened condensed milk to a clean medium saucepan. Heat over medium-low heat, stirring constantly, until the mixture melts together and becomes smooth. Remove from heat and stir in 1/2 teaspoon vanilla extract, one pinch of salt.
- Quickly pour over cholaca layer and spread. Let cool to room temperature and then chill until set.
- Slice into squares.
- For the Frosting: Mix the powdered sugar, vanilla, and milk 1 tablespoon at a time until slightly thick. With a spoon, drizzle desired amount of frosting over top of fudge square and let sit until dry.
